Autonomy and Interdependence

• Disadvantage generated by interdependence:

  • cannot work stand-alone
  • globally controlled
  • difficult to identify source of authority and responsibility
  • what about mutual suspicion?

• Reasons for autonomy:

  • policy freedom
  • robustness
  • cooperation between mutually suspicious users
